There is moderate central narrowing but the cord is not severely compressed. But it is getting there and given your young age, this could progress over time
If your right sided weakness is worsening in your arm, then you could try a cervical epidural injection to see if that works. If not, then likely a C4-7 acdf or posterior c4-7 fusion or posterior c4-7 decompression alone without fusion may be best

MRI of brain?

No mass means no tumor or lesion that should not be there such as a tumor, blood vessel lesion, etc.
