Can bone spurs be removed without surgery?

NO.
No, and do not have them removed.
I am a hip and knee surgeon. For hip and knee bone spurs, they need surgery to remove them if they are symptomatic and not responding to conservative treatment. I am not sure which spurs you are referring to.

Usually not. Many spurs are not harmful. Depends on the size and location. Inside a joint, which joint? Tendon attachment spur such as plantar fasciitis? Note: Plantar fascia is not caused by the spur, but by the injured fascia.
They cannot. But we typically don’t remove them…. Unless it’s the olecranon and it’s symptomatic.
