With properly applied local anesthetic you would not feel much, is any pain. However you WILL still feel pressure and touch

Yes. For many reasons

No, you cannot feel pain under local anesthesia. At most, you may feel a pressure or pulling-tugging sensation that 'something' is happening, but you won't feel pain. Once the anesthesia wears off, you may feel pain depending on what was done.
Yes; if the local infiltration is inadequate. Most operative outpatient procedures will add intravenous sedation in addition to the local anesthetic injection of the operative site.
