I have a broken filling and I want to treat it. Can you fix a broken filling?

In most situations it can be repaired but that also depends on the extent of the break and if you have new decay. That can best be evaluated by your dentist using a visual exam and X-rays!
Usually when a filling breaks, then the entire filling needs to be replaced. The bigger question is why did the filling break? Is there a cavity next to it and it is no longer supporting the filling? Is the bite too heavy on the filling? Are you grinding or clenching your teeth? The dentist needs to look at all these situations.
