Drug test without consent?

I have a new doctor, and I am also on psych meds, including a benzodiazepam. My doctor collected urine and said it was for an electrolyte test, but it turned out to be a drug panel. Is there any reason for this and is it normal/ethical?

Female | 51 years old
Complaint duration: one occurance
Medications: lamictal, clonazepam, escitalopram plus some heart and allergy meds
Conditions: bipolar, panic disorder

It is not common for a doctor to run a drug test without the patient approval but it is not illegal, in most cases the patients need to sign a form giving permission to the doctor to treat them using the doctor best judgment.
