Shoulder pain for over 2 years

Is this normal? I’m a student-athlete (water polo) and (swimming), and I’ve had this awful shoulder/neck pain. It comes and goes and feels achey/stabbing. Sometimes my hand will go numb or feel weak and my shoulder (not usually) will sometimes have a subluxation like it’ll hurt pretty bad, but after it shifts, it feels fine. Like right now, it’s a constant pain, and sometimes it’s better than others. Sometimes I’ll feel little to no pain, and others, it’ll have me hiss or wince in pain. It’s very bothersome. My shoulder cracks a lot, and it hurts primarily at the back of my shoulder and wraps up to my neck. (I had a PT she said something about thoracic outlet?? but I’m not sure) I tried Ibuprofen and stuff (it didn’t work). I just want to know what could be causing my issues. Is it muscle/tendon/nerve?? I don’t know.

My parents said they might take me to a specialist but I don't know. The pain is bad but it won't stop me from playing my sport.

I would definitely recommend seeing a specialist.
You should be evaluated, examined, and have appropriate images to help diagnose the problem possibly by an orthopedic surgeon or vascular surgeon. It doesn't mean you have to have surgery. Thoracic outlet syndrome can occur, but it is uncommon - should see a vascular or cardiothoracic surgeon to evaluate.
