“Why do I have spots on my lips”
My lips feel very swollen, and it hurts a lot I am in a lot of pain.

Looks like Herpes simplex. It will go away in some days. I suppose you also have lesions in your mouth. Look for a practioner of low level laser therapy in your area s/he can ease the pain.
You must go to either the emergency room or an urgent care IMMEDIATELY!
