Blinking constantly while wearing contact lenses can be due to dust, foreign body in the eye, improper hygiene of lenses, and/or poor contact lens fit. While wearing contact lenses it is important to have proper hygiene in order to minimize risk of infection. To determine the cause of the problem it is important to go to your local eye doctor for a re-evaluation of contact lenses.
Please make sure your contacts fit correctly, that you do not have dry eyes, or an intolerance to the contact or the cleaning solution. An examination with your ophthalmologist will help you discover the reason for your blinking.
It could be an issue with how the contacts fit, or allergy to some of your eyedrops, or significant dry eyes. You need to see and eye healthcare professional to determine which one is the culprit and how best to treat it.

The blinking is most likely one of two things: 1) Dryness, which sometimes can be exacerbated by the contact lenses, or 2) poor fitting contacts. I would first try purchasing some artificial tears (formulated for contacts) at the pharmacy (no prescription necessary). Put one drop in each eye anytime you feel dryness or irritation, up to 4 times/day, just as you’d use chapstick for your lips. If this doesn’t solve the problem, I would seek out an evaluation to make sure your lenses are fitting correctly.
Hope that helps. Take care.

Get checked out for dry eyes.
If the blinking occurs only while wearing contact lenses, they may not fit properly. It is also possible you are a new wearer, and it will resolve over time. Ask your ophthalmologist or optometrist. SO
Your eyes could be dry or you could have allergies. For both cases, eye drops can be used, recommended by your doctor. Also, don’t sleep in contacts and I would recommend a daily disposable lens.
