Burns?

When I drink water and I urinate it comes white but when I don’t drink water and I urinate it comes yellow. After I feel some burns and also sometimes I see some whitish from my penis.

The more water you drink the better hydrated you are and your urine will be clearer to light yellow. When you are a little dehydrated, your urine will get concentrated and have more color and darker yellow shade to it. When your urine is concentrated it could burn a little bit, but otherwise, if this persists and this concerns you, you should see your family doctor or urologist.
From the information you gave it most likely that you don’t notice the white urine when you avoid water because it’s concentrated and the yellow masked the white. What is worrisome is the discharge and the burning. These two things point to a infection I recommend you get your urine tested for infections and checked for STDs as soon as possible.
