Thanks for the question. Yes, please do drink water before the test, and frankly it is a good idea to drink water before ALL lab tests, fasting or not. It makes it easier to get the specimen, and does not affect any results.
Yes your body closely regulates your blood volume and it’s unlikely your PSA would change significantly from drinking. Of course if you go overboard you can get very sick from polydipsia (over drinking water). It causes low sodium and severe neurological problems
