It sure can! There are lots of people walking around with bulging discs that don’t experience pain. The nature of the bulge, such as severity and location, will be big factors in determining the right approach. I would recommend finding a physical therapist, doctor of osteopathy (DO), or chiropractor that is comfortable working with a “hot” disc as a great first step to take if you are looking to go the non-surgical route.
Most bulging discs do not require surgery. If fact many can be asymptomatic. Rest anti inflammatory medicine and core exercises are usually recommended
Great question, a lot depends on how much orf it is bulging. With that said find chiropractor and see what you are told. I helped and am still helping a lot of people with this condition.
It depends upon what is meant by a bulging disc.
Lots of normal discs bulge.
The problems occur if the bulge, or hernia is real big, or the bulge has lots of tears in it. Or a problem occurs if the bulge pinches a nerve causing nerve pain.

Yes. In fact, most bulging discs, or disc herniations, resolve spontaneously without surgery. Your body essentially re-absorbs the disc material and reconstitutes the disc. This is the case in 80-90% of acute disc herniations. So long as you don't have profound or progressive weakness, dense constant numbness, or issues with bowel or bladder movements, most surgeons will wait anywhere from 8-12 weeks before recommending surgical management.
