No. Acupuncture does not treat varicose veins. Acupuncture might help with pain associated with the varicose vein but it is a temporary fix.
I am not familiar with the use of acupunctue for the treatment of varicose veins. I would inquire with an acupunturist.
Acupuncture with therapeutic massage and herbs helps move Qi blood which might help varicose veins. I recommend a couple of sessions to see.
If you're experiencing pain from your varicose veins then, yes, acupuncture can probably help. Sometimes bleeding superficial spider nevi (so-called spider veins) can help relieve venous pressure and bring varicose veins down some. The varicosities themselves should NOT be bled, however.
Varicose veins represent a failure of the valves in the veins of the low limbs. Once this has started occurring it isn't reversible, at least in my experience. Moving around (i.e. walking) will help, elevating the feet above the heart for a few minutes each day will help, compression stockings will help, Chinese medicine can help.
