Yes, internal hemorrhoids can be banded, often in the office. There are also procedures that constrict the hemorrhoidal tissue, without removing it, but still requires anesthesia.

Yes they can. It is important to avoid constipation as well as add fiber to your diet, and you can take a sitz bath. There are multiple creams/ointments that help as well.
