The answer is YES, there are many non-surgical approaches to skin tightening such as CO2 laser, OPUS Plasma, Thermi Radiofrequency, Injection of fat or fillers, etc. In general however, surgical skin flap advancement and removal of redundancy offers much greater magnitude of tightening, albeit with a surgical scar which established techniques are designed to conceal.
The quick answer is yes! However, the skin has to be evaluated in order to recommend the required procedure. In general, a combination of different procedures is what works best. A combination of radiofrequency, laser, skin care, and possibly fillers if there is volume loss, can help achieve close to the desired outcome. I would suggest contacting your local medical spa.
Good luck.

Laser ultrasound and pulsed light as well as aggressive skin care can tighten skin
Not really. You can take very good care of your skin, exercise, diet, etc. and once the skin has been stretched by being overweight, “it ain’t going back.“ This has some dependency on age. But if the skin has been stretched, surgery may be the only answer. So, the answer is to prevent it from being in that position.
