Does breathelessness while climbing stairs indicate weak lungs?

I feel breathless while doing activities like climbing up the stairs, which is a pretty simple task. Could this be a sign of weak lungs, or am I just overthinking it?

Breathlessness on exercise could suggest a lung or heart abnormality or could be a symptom of exercise deconditioning.
Back when medicine was simpler surgeons had their patients climb up a flight of stairs to see if they were healthy enough for surgery. So having a hard time going up stairs is indicative that in general there maybe something wrong but not necessarily the lungs. It could be a heart problem, a lung problem or sometimes even some lack of fitness and conditioning because of lack of exercise.
