There are several possibilities for this rash. Scabies is a possibility and commonly affects the anterior (palm side) wrists . This is a mite that burrows under the skin. There are prescription cream treatments and even pills for this condition. One must get a prescription for these medications. This condition is highly contagious.
Eczema is another possibility and is treated differently. One may use hydrocortisone ointment 1% and apply it 3-4 times a day for 2 weeks. Often, stronger prescription medications are needed.
Skin allergy is a possible cause. Metals used in watches or jewelry are a common cause in those that react to costume jewelry.
