Most babies start teething at 3-4 months of age - that is when they start drooling a lot and wanting to chew on things - average first tooth is 7 months so that is quite a few months of drooling and chewing. Nothing to do about it other than let them chew and drool.
A 4-month old that is sucking on his/her hands may or may not be teething.  As part of their normal development, small infants find their hands and put them in their mouth because they are curious about what things taste and feel like and they enjoy if your infant is teething, then the gums will be swollen and very bumpy, not straight and flat.
