Baking soda is an abrasive basic(non acidic) agent. It may be effective in removing plaque and neutralize some acid from bacteria but it can not remove tarter.
Simple answer is baking soda is an abrasive. It removes stains. Unfortunately, it does not remove tartar, particularly tartar under the gums. You need a dentist or dental hygienist to remove the tartar under the gum.
Due to the abrasive nature of baking soda, it removes stains, but not tartar, which requires removal by dentists or dental hygienists.
