I am a 28 year old female. I want to know how long does it take to emotionally recover from divorce?

It depends on each person. Using your support system, forgiveness, and letting go will be important.
Like anything else it depends. The amount of enmity, the presence of children, the reasons for divorce, the presence of addictions, violence, criminality, illness, etc etc. Nothing wrong with getting some counseling to help - a good thing. In the long run, you can gain an understanding of why you married and why it didn’t work, which will help make choices going further.

Recovery from divorce is highly variable, not completely dissimilar from grief and loss from death. Individual differences in one's level of resilience, as well as, the many circumstances surrounding a divorce, all impact how a person of divorce responds and heals from this type of loss and major life change. I encourage divorcees to avoid dating for at least one year post divorce to use that time to work with life changes and learn from that relationship loss.
The real question is, "What has to shift in the mind so that the unwanted emotions stop being a preoccupation and are very mild when they occur?" The time it takes for that to happen depends entirely on how soon after it's over you can get that to happen. If you're finding it difficult to do that on your own, then get some professional assistance that's effective in making those shifts happen.
