Need to be seen by a dermatologist or podiatrist to see what these cuts are and why they are happening, as well as find a way to prevent them.
This patient needs to be evaluated by a Podiatric specialist or dermatologist for treatment.

Your description that the “cut” feels as though it’s moving and vibrating is unusual. This is something that should be evaluated by a professional such as a podiatrist. In the meantime, your wound should be cleansed and an antibiotic cream/ointment applied and covered with a sterile dressing.
It sounds as if you might have injured one of the nerves in that area of your foot. Nerves sit right under the skin and an injury, or even just pressure against it, can feel like burning, tingling, sharp pain, vibrating pain, like an insect is crawling on your skin, or other sensations. As long as the skin is not broken and you have no signs of an infection, I recommend you purchase, apply, and lightly rub in a small amount of OTC steroid cream, such as Triamcinolone cream or Voltaren Gel. If that doesn't help in 3-5 days, you should seek direct medical care.

You may have damaged a nerve. Your question is inconsistent - Right foot in the header, left foot in the body of the question. How did the cut happen? What other medical problems do you have?
Likely needs evaluated by foot doc. The vibrating feeling could be muscle fasciculation or possible nerve injury depending on the depth of the cut.
The symptoms that you are describing correlate with a possible nerve injury. I would recommend seeing a foot specialist who can evaluate the area to determine the extend of the cut and if there is an underlying nerve injury. It is difficult to determine the source of your symptoms without a hands on evaluation of the injury.
Well it depends on the location and depth of the wound. The "vibrating" sensation can be part of the normal healing process and/or depending on the depth of the "cut" there could have been injury to a superficial sensory nerve. Consult with a Board Certified Podiatric Surgeon who is Board Certified by the American Board of Foot & Ankle Surgeons.
