I have a red swollen pimple on the top part of my testicles.

Likely an in-grown hair, bug bite, simple infected pore, or sebaceous cyst. Warm tub soaks, topical antibiotic ointment and see your primary care doctor.
It sounds like a hair bump. I would not worry about it unless it gets bigger or you spike fevers
In your situation, if you are shaving your “junk,” this is most likely causing ingrown hairs that can become infected. You need to get antibiotics and warm soaks.
