I'm experiencing clicking, popping in my neck?

I'm a 60 year active semi-retired male that bikes 30+miles daily. Recently I've been experiencing a clicking/popping sound with an intense jolt of pain. I have been in a few bicycling hit and runs and backed over by another employee in the last 3 years. I never had an examination after all my accidents. My career for 41 years I was a utility aerial lineman. This all started out of the blue 2 weeks ago. I was recently incarcerated for 78 days locally and upon release, I lost everything. I'm homeless and have social & trust issues.

You have arthritis spurs in your neck.A common problem in folks over 50.Heat,massage,and neck exercise might help.
May be arthritis with clicking popping of joints, muscles or tendons. If just neck pain without numbing, tingling, or weakness, then typically just home exercising, stretching, range of motion, strengthening, over-the-counter Tylenol or ibuprofen or naproxen (if no allergies to medications). Physical therapy may be helpful in conjunction with chiropractic manipulations. If worsening, then would need an evaluation by a spine provider (orthopedic surgeon or neurosurgeon or pain management/physical medicine rehabilitation provider who may be able to provide indicated injections if needed). Tens unit may be applied topically to help alleviate discomfort.

This is usually a sign of spinal degeneration. The clicking and popping is instability in the joints of your spine. As active as you are, I would advise a spinal assessment to assess your current level of spinal degeneration.
