“Is it normal for a baby to talk late?”
My daughter is 2 years old. She is not talking yet. Is it normal for a baby to talk late?

Between 2-2 1/2 would be a good time to look into early interventions if you are concerned about late talking. By around 2 children should be forming two word utterances and expanding from there. Check ins with your pediatrician would be great as well as looking into your state/area’s early intervention programs which will target speech therapy.
Many parents have different definitions of not talking. For example, I've had parents come in tell me that their child doesn't have any words, yet while in session, I've heard multiple words.
In general, for a 2-year-old they should be putting together words and have at least 20 words by the beginning of 2. By the end of 2 they should have at least 450 words, using 2-3 word phrases. Most Speech-Language Pathologists provide free screenings and can give you more information.
