Any operation has risks - a kidney resection requires general anesthesia and the control of an artery and vein and ureter. Any of which if not done well can lead to serious complications for the patient. In addition any intra-abdominal surgery has a risk of developing adhesions that can cause bowel obstructions - 10% life time risk regardless of the skill of the surgeon. So yes a kidney resection qualifies as a major surgery.
