If you know what you are searching for with palpation, yes, it can be felt, especially in a thin neck individual. But why do you need to know this? As it is part of a group of lymph nodes which are all adjoining each other, and what affects one affects all.
Delphian lymphadenopathy can be palpated in certain individuals who are thin without significant surrounding other tissues.
Dear patient,

I don’t think you can palpate normal Delphian node. It most likely can be palpated in thyroid or laryngeal disease. A neck surgeon might be better suited to give a more definitive answer.
