You seem to have a condition called phimosis which occurs in uncircumcised males. If you’re experiencing pain, infections, or desire better hygiene then a circumcision may be necessary.
You may have phimosis, narrowing or contraction of the opening of the foreskin which prevents easy or full retraction. There may also be adhesions or "sticking" of the foreskin to the glans penis. You may benefit from a circumcision - there are variations as to how this may be performed (dorsal slit vs. formal or sleeve circumcision. Have a doctor evaluate and consider referral to a urologist if treatment is recommended. This is unlikely to improve on its own, and in cases of marked phimosis, the glans may become "trapped" beyond the opening which may be painful and possibly damaging.
