It sounds like you might be experiencing a condition called Ichthyosis, which causes skin to appear scaly, like fish scales. It's a genetic condition, but it can also develop due to other factors like aging or certain skin disorders.

Other possible causes include:

Eczema: Can cause thick, scaly patches.
Psoriasis: Known for red, scaly skin and deep lines.
Keratosis Pilaris: Small, bumpy skin that might feel rough.
Since it's not just dry skin, it’s a good idea to visit a dermatologist for a proper diagnosis and treatment.

Hard to say without a photo but I would Imagine it is dry skin - ichthyosis vulgaris. Use NO soap over the arms and legs. After the shower use a nice thick moisturizer. If this isn’t helping try “wet wraps” where you put on the moisturizer and then a damp cloth such as long sleeve shirt or pants - pajamas. If that’s doesn’t help - see a board certified dermatologist. Wishing you the best.
