“Tick bites?”
I recently received a tick bite approx. 3 weeks previous, it was a very small tick, it did attach itself but was removed quickly. There was no rash development in the first 2 weeks but there has developed a bullseye rash around the bite in the 3rd week. It measures approx. 1 in round. I have had no symptoms of any kind I feel as I should. Is there any cause for concern? Should I seek medical attention at this point?

I think you should as you did develop that rash
Yes this would indicate you have been exposed to Lyme Disease, and you should be tested and treated for Primary Lyme as soon as possible.
