What are these small lumps under my foreskin?

I went to the GUM about these small dots and they said they aren't HPV (which I had 7/8 years ago). But I forgot to ask what else they could be. Any ideas?

It appears to be not significant. If it persists or changes to a different look then try to see a Urologist to have a close look.
Thank you for contacting FATD regarding a small red discoloration with a fainting edge with no elevation and clinically with no discomfort (I assumed because of not mentioned.) for a few months.
