Good question,

Ankle swelling can have many causes. Generalized swelling of both ankles may represent fluid retention. Multiple causes of this, from venous stasis (slow flow of blood up from the foot) all the way to heart failure (heart not pumping hard enough to help with blood return). It is best to see your primary care doctor as determining a cause will lead to proper treatment.
