What could this symptom mean?

I'm a 16 year old male and I've had warts on my fingers for about a year now. They are starting to go away once I used treatment for it at home. I noticed some small bumps on my penis but I think they're just skin tags. The real issue is that lately for a couple of months I've wiped sometimes and there's been blood but most of the time there isn't. I looked in the mirror the other day and i saw brownish/greyish skin inside my buttocks. It's near my anus and it's a little bit farther up on the butt crack. It is painless and sometimes it itches but most of the time it doesn't. I have no noticeable issues and it's not really affecting the way I live. I have no idea what it could be and I've been researching it and nothing really adds up.

Well, without examining you it is difficult to know exactly what this might be but it certainly sounds suspicious for anal warts. Many times, warts are caused by a certain virus called human papilloma virus and can lead to complications if not treated appropriately. You should definitely see a doctor and have someone examine your body to make sure that nothing else concerning is going on.
I can only comment on intestinal issues, in your case the bleeding pre rectum that you describe. This is usually due to hemorrhoids or an anal fissure. However, polyps can also cause bleeding sometimes. It would be a good idea to see a pediatrician or pediatric GI to evaluate you further for that bleeding to determine if you need any testing like a colonoscopy or sigmoidoscopy.
