What happened to my penis?

1 month ago my scrotum filled with fluid from my legs and engulfed my penis and now has drained but the penis is still halfway inside out.

The retraction of the penis is due to the lower extremity edema/swelling often caused by cardiac problems usually congestive heart failure. Although this is corrected with diuretics there can still be some residual swelling in the scrotum and genitalia to cause the continued retraction.
