reduce the dislocation and place the ankle in a well padded long leg cast or a long orthotic boot. The tissues that were torn during the dislocation should be healed by about four weeks; during those four weeks many surgeons will allow and relation with crutches partial weight bearing. Sometimes there's a fracture dislocation which means a bone was broken at the time of the dislocation and therefore would need to be fixed back in the proper place before the athletic or the cast. This means surgery before the cast.
Ankles generally do not dislocated without an associated fracture, and if this is the case then my answer does not apply, however answering your question, fastest way to heal a dislocated ankle would be to relocate it, preferably either within minutes of dislocation OR under anesthesia, immobilize it for 4-6 weeks in a cast or CAM walker boot and then start gentle ROM followed by physical therapy for stretching and strengthening.
