They are the same thing! The correct terminology would be whitening.
They are interchangeable terminology. Both mean whitening with either carbamide peroxide or hydrogen peroxide.

There is no difference in the two descriptions unless you want to describe whitening being more intense than bleaching. The end result is the same whiter and brighter looking teeth.
