When should a social worker be called?

I am a 33-year-old male. I hear a lot of screaming in the apartment near me and there is a child there. When should a social worker be called?

This depends on the protocol in your particular area. I suggest calling the police, they will then either resond or re-direct you to filing a report with Child Protective Services. CPS will investigate if needed.
If you are concerned about the safety of a child, call the police or child help line. They are open 24 hrs, 7 days a week. Do your part for the wellbeing of the child.

I would call as soon as you can. You can remain anonymous when making the report. You can also call the police and have them do a welfare check on the child, that is a quick way to get the child help.

A social worker at this point would not be called unless protective service got involved. I think you should call the police and ask them to do a well check. Let them know what you have been hearing. They keep your name confidential.
I suggest you call local child abuse agency and/or call local police agency share your concern and ask them to do a wellness check.
You should contact the police and ask for a welfare check. The police will assess the situation and if they feel the family needs more support they will report it to CPS. From there, a social worker will get involved.
In Texas: if you feel someone is likely in immediate danger, dial 911, describe the situation, and and ask for a welfare check. Police will come within short time and do what is necessary.
