You definitely need to see an ENT physician for evaluation and management. This could represent a number of things.

When you go, let the physician know:
how long it's been there;
any interventions for this;
any childhood cancers;
any history of radiation to the head and neck;
any family history of cancer;
any prior biopsies, imaging studies;
any change in: voice, swallowing, weight, cold/heat intolerance, other lumps noted, history of any thyroid issues, history of skin cancer, smoking/alcohol history, medication usage, coughing up any blood;
note if it fluctuates in size, if there's any pain;
imaging studies and a biopsy (typically a needle) are warranted.
