“Are all brain tumors removable?”
My baby cousin was lucky--he had a Grade I brain tumor and the doctors were able to remove it. It didn't spread to other cells or grow out of control. I know that some people aren't lucky, especially with children. Are all brain tumors removable through surgery? What are some cases where tumors aren't removed?

No - Even some benign tumours are in terrible locations and cannot be removed. If they are not operated on, tumours can be followed with regular imaging (MRI) but if they grow, surgery would be recommended.
Not all brain tumors are removable. It depends to size and location of tumor. Some of them need a combination of surgery, radiation and chemotherapy. You were very lucky that it was a grade one tumor and removable.
