“Are bipolar people manipulative?”
I am a 25 year old female. I want to know if bipolar people are manipulative?

The brief answer is no, if you are just looking at the criteria for diagnosing bipolar disorder. However, a person could have that diagnosis and at the same time have the characteristic of being manipulative. People who are experiencing a true manic attack will do anything they can to control people around them. They can certainly be manipulative, though it often looks more like coercion.
Being manipulative is more part of a personality disorder than from a bipolar disorder.
