If they are prescription quality, were fit by your eye doctor, and he follows up to insure your eyes are tolerating them well, yes.
In general all contact lenses pose risks to the eye of infection and scarring. You should clean the lenses or use disposable ones and see an eye professional if you experience any redness or pain.

Any contact lens can cause problems if is not proper fit and does not have good oxygen permeability
That depends on you. If you take good care of them and they are the proper fit, then yes, they are safe. However if you don’t care for them properly or they were not fit by an optometrist or ophthalmologist than the answer is no
Make sure to use a safe brand, clean them properly, and don't sleep with them. Take it out when taking shower or swimming or when you feel irritated by them. See a doctor immediately with any eye pain, redness, or blurry vision.
Colored contact lenses are no different from clear contact lenses. The risks are the same.
Contact lenses need to be fitted properly and handled carefully. They can be associated with infections, allergies, injuries, and other complications without proper instruction and fitting.

Colored contact lenses are safe as long as they were fit for you by a licensed ophthalmologist or optometrist. If they are not fit properly, you risk having an infection, which can cause long-term vision loss.
