“How Cold Do You Get, and is it Dangerous?”
How cold would someone get if they were soaking wet and standing in a wind tunnel with 40 F degree winds? Would you get hypothermia or any kind of frostbite from prolonged exposure? What would the external and core body temperatures be, and what effects would this have on a 30 year old male?

Within 15 minutes, you would become hypothermic and lose your ability to think clearly. This presupposes that you’re not dressed for the situation.
