If the excitement is mainly biological, only medication will help.
Fortunately or unfortunately, with medication. A true manic episode will not typically respond just to re-direction or calming techniques.
With the appropriate treatment of this illness from a professional, patients are able to be calmed down.
The answer to your question is not restricted to those people who have been given a diagnosis of bipolar. You provide calm listening along with a soft voice. A book like Mindsight will explain in more detail the ways you can most effectively and helpfully engage others who may be upset and disregulated.
Assuming the “Bipolar person” is not intoxicated with legal (I recommend the documentary “Letters from Generation Rx”), alcohol, or illegal drugs, you can calm them down by listening and being calm yourself.
