if he is complaining of pain on urination, he very likely has a UTI. UTI in boys are not normal and should be evaluated by a physician. As a general answer, you may be able to by a test strip from a pharmacy to check urine to see if there is sign of infection. There are not 100% reliable.
In the clinic, we use a urine analysis and a urine culture to diagnose a UTI tract infection along with symptoms. My advice is you see a urologist locally and get worked up.
