Why does my skin look dirty?

Some parts of my skin look dirty no matter how much I wash them. Scrubbing does not help. What should I do? Could this be a skin pigment issue?

This is probably as you say a skin pigment problem. You should show it to your doctor next time you visit.
It could mean/be caused by several different things depending on where this hyperpigmented skin in located. Around the nape of the neck and axilla, can sometimes mean you have high levels of insulin and may need to be screened for diabetes. If it's in patches on your face, this could be from hormones, sun exposure, pregnancy, etc. It is always a good idea to go see your physician and discuss these findings with her. She'll be able to point you in whatever direction you need to go.
Microneedling will remove dead skin and stimulates new skin growth, you may consider that.
