If the foreskin is tight, it may be related to inflammation of the skin (balanitis). This causes Phimosis and may require circumcision.
You most likely has balanitis, an inflammation/infection of the foreskin and head of the penis. This is most commonly due to yeast infection. A trial of over-the-counter lotrimin cream applied twice a day may help. Keep it dry also. If very tight and not getting better, see a urologist.
You have phimosis and probably need a circumcision. The burning is from the urine going across the small cuts in the skin.

It sound like phimosis. You need to use a cream or possibly might need surgery if that doesn't work.
