It can. Need to have ankle support while lifting and making sure it is strengthened. I like malleo train ankle braces
Some leg exercise can cause ankle pain if done improperly or trying to use too much weight. Squats and lunges can put stress on the ankle. If the ankle pain persists, than I would recommend seeing your local podiatrist.
Exercises like squats which pressure the ankle can cause discomfort. See a specialist to ensure nothing is wrong. Dr. Weiss
If your ankle ligaments are not strong enough you can cause pain to your ankles. So I would recommend to do ankle strengthening exercises to avoid further issues
Weight Lifting of weights that are too heavy or lifting too often can cause pain and injury in the weakest links of your feet, ankles and/or posture.
If you are lifting and feel a pain that gets greater or lingers you should be aware of the location and not let that pain return there as you train.
Remenber, there is good pain and bad pain and "No PAIN, No GAIN".

The excess of pressure on the ankles in the wrong anatomical position such as flat feet while lifting weights can make the ankle function in the wrong position and hence getting hurt inflamed and painful.
The answer is "it depends". depends on the the root cause of the pain. please consultyour local podiatrist.
