You should see a foot and ankle specialist to treat your foot and ankle pain. Look for a local podiatrist or foot and ankle orthopedist

Chiropractors can work on any part of the body, but it depends on the level of skill of your chiropractor, and also depends on what is actually wrong/what the pathology is that they are treating
I do not believe chiropractors adjust ankles. I recommend you schedule an appointment with a foot and ankle surgeon (podiatrist) for evaluation
