Yes acupuncture can be very effective in clearing up rotator cuff pain. When I worked for an integrative urgent care in LA, the upper Extremities MD sent me many such cases. Most of them had incredible results with acupuncture care.

Worse injuries may need surgery, however many rotator cuff injuries may not. In addition to acupuncture, it can also be very useful to get acu point injection therapy, where vitamins, amino acids, or homeopathics are injected. Some acupuncturists may be able to do this method for you. Finally, since rotator cuff injuries tend to take time to heal, some carefully planned physical therapy will be helpful

If it is a minor tear, it is fixable with acupuncture. it is a common condition for acupuncture.

The short answer is yes, acupuncture effectively treats most types of pain. It is important however that you follow up with an orthopedic or your primary care physician to rule out tears.

Although acupuncture is good for decreasing shoulder pain, it cannot stitch back together full thickness tears. For that, it is best to work with a physical therapist and acupuncturist so you can help decrease pain and inflammation, while strengthening the surrounding muscles.
