Depending on the severity of the arthritis in your ankle, there may always be some level of discomfort within the joint. However, Chiropractic, massage, physical therapy, and having nutritious eating habits can assist with the pain. For physical therapy we would work on improving the joint's mobility and overall strength, not just at the ankle but the knees and hips as this can take pressure off the ankle. Sitting in an elevated chair or in your bed, you can do gentle ankle circles to help stretch and mobilize the joint. Be sure to not push through the pain as this should be a comfortable activity. If it is not, I would suggest coming in so that I may assess the joint fully.
To relieve ankle arthritis pain, use a combination of rest, ice, compression, and elevation (RICE). Engage in low-impact exercises, take anti-inflammatory medications, wear supportive footwear, and consider physical therapy. Keeping the inflammation down will be a start, do this with rest, ice and elevation. I recommend you be evaluated by a foot and ankle surgeon (podiatrist) for further treatment options
NSAIDS and cortisone injections are conservative ways of attempting to handle arthritic pain. Limiting motion on the affected joint with braces and support sleeves is another way to attempt to control the pain. Ultimately, if the arthritis is bad enough, you will either need a fusion or a joint replacement of the affected joint.

Arthritis and a joint, especially the ankle is painful and to answer your question. Think of it in two parts, 1. If it is acute meaning, the joint is hot and swollen, then you need to ice it. 2. If it is chronic meaning, the pain has been there for over a month and its not necessarily a flareup where it would be hot and swollen then you can put heat on your ankle. Most important Is to regain strength in the muscles around the ankle, including the muscles of the foot, and this is done in the pain-free range of motion. I would also recommend an ankle sleeve to maintain some of your own body temperature heat, and a supportive shoe, preferably high top for extra support until you can regain the strength and decrease the pain. And when youre not on your feet, elevate Your foot above your heart.
There is no pain coming from arthritis because of no pain sensation in the joint, except inflammatory pain during brief periods of acute inflammation. Ankle pain derives from soft tissue injury (muscle/fascia strain) mostly fascia tissue around the joint and in the joint space.
