I am a 30 year old female. I want to know how do you know when a child has neurological deficits?

You would need to take them to a neurologist for an assessment.
For concerns regarding children and their development, I would recommend seeing a developmental pediatrician.
They must be examined by a neurologist who will determine if there are neurological deficits or just delayed neurological issues or if the child is at a young age, maybe there are no deficits at all.
