Is this normal?

I got 2 Ativan injections in the past 48 hours and both areas it was injected into are very sore and I have limited movement. It’s not soreness from a regular vaccine you would get there’s very sharp pain when you move it. It’s anytime I move the area the slightly. I’ve tried a heat pack, is this normal? I’ve had this happen in the past but only 2 other times but I’ve gotten this injection several times without complications other than a little soreness after.

Not normal but should respond to hot packs and movements in a few days.
Severe muscle soreness from an intramuscular injection is never "normal". If the pain does not respond to ICE (not HEAT!) and mild anti-inflammatory type drugs (Ibuprofen 800 mg, or equivalent), you need to seek urgent medical care. Was the injection into the shoulder? Or buttocks? I suspect from what you said, it was the shoulder. The axillary nerve that controls shoulder deltoid movement is right on top of that area where some inject. It may have been bruised. If not better in 48 hours, go to the nearest emergency department. Good luck!
